 COVID-19 Re-Emergence Seen In Some Cured Patients In Delhi: Report

New Delhi: 

Some hospitals in the national capital have said they are are seeing recovered coronavirus patients returning to them with recurrence of the infection.

Earlier this month, the Delhi government-run Rajiv Gandhi Super Speciality Hospital saw two instances of patients with relapse of coronavirus, almost one-and-a-half months after they were cured of the infection. In both the instances of relapse, the patients had moderate symptoms.

Aakash Healthcare in Dwarka had also reported a case where a cancer patient recovered from coronavirus and contracted the disease again after a couple of months. The second time proved fatal for the patient and he died due to the virus.

Last month, the case of a Delhi policeman having a relapse of the novel coronavirus had emerged which had left experts baffled.

In the same month, a similar case had surfaced in the national capital after a nurse employed at a civic-run dedicated COVID-19 hospital had tested positive again after recovering from the contagious disease.

According to Dr BL Sherwal, medical director of the Delhi government-run hospital, unless the virus is cultured or gene sequencing done, it will be difficult to determine whether it is a different strain of the virus that has infected the person the second time.

"There can be a relapse. The virus can be isolated from the body particularly from the sputum. We have the evidence that after ninth or tenth day the virus becomes non-infectious and the patients are not tested again," he said.

"However, the virus has been reported to be living in patients who have recovered around 39 to 40 days back," he added.

Dr Chandragouda Dodagoudar, director of medical oncology at Aakash Healthcare in Dwarka, shared the case of a 65-year-old patient who had stage 2 lymphoma. The patient first visited the health facility in March and was advised chemotherapy but was very apprehensive due to the coronavirus disease.

"The patient delayed the treatment for two and a half months and took alternative medicines and when that medication did not work and she started having pain, she visited the hospital. She had contracted COVID-19 by then and the lymphoma had progressed from Stage 2 to Stage 4. We could not administer chemotherapy while she was undergoing COVID treatment," he said.

The doctor said after the patient recovered from coronavirus, she was administered a slight dose of chemotherapy and became better and was discharged. But after a month, she had a relapse of COVID and ended up in a critical condition and died last month.

The senior doctor said the patient did not have any other co-morbidities but called cancer a "co-morbidity".

Mr Sherwal said patients with weak immunity are likely to get reinfection. "It can be there in any of the patients, cancer patients, HIV patients, etc," he said.

He added that immunocompromised patients are at more risk if they do not take precautions like wearing of masks and washing hands frequently.

To Check Corruption, Andhra Pradesh Government To Capture Property Registration On Video

A pilot project for video recording of the property registration process is being launched by the Andhra Pradesh government, in a move aimed at putting an end to benami and fraudulent transactions.

It also entails surveillance of the registration offices, which earned notoriety for corruption, through a central monitoring system, highly placed sources in the Revenue Department said on Tuesday.

To be implemented in 20 registrar and sub-registrar offices by the Registration and Stamps department in the coming weeks, this would be the first-of-its-kind project in the country as so far only individual photographs were being used for registrations, official sources said.

Special Chief Secretary (Revenue) Rajat Bhargava said the project was part of the suparipalana (good governance) initiative of the government.

While eliminating the scope for any kind of fraud, the new initiative will further help us in bringing in more transparency and make the process hassle-free for the citizens, Rajat Bhargava told PTI.

Commissioner and Inspector General of Registration and Stamps Siddharth Jain said the video recording will prevent fraudulent registration of properties and check impersonation using forged identities.

We will offer video recording of the transactions to buyers and sellers that will serve as evidence and the second layer of protection, said.

In the first phase, the project would be implemented on a pilot basis in 20 high revenue earning registration offices such as Visakhapatnam, Vizianagaram, Vijayawada, Rajamahendravaram, Kakinada, Eluru, Tirupati, Guntur, Nellore, Kadapa and Kurnool, Siddharth Jain said.

We are coming out with foolproof hardware and software for the purpose. Each office will be equipped with three video cameras and other essential accessories. We will get to keep a tab on many things inside the registration offices using this system, Siddharth Jain added.

The central monitoring system would enable the department heads to keep a close watch on the happenings in the offices in real-time.

Around 3.65 Crore Jobs To Be Generated Under PMAY(U): Union Minister

Speaking at a webinar organised by the Confederation of Indian Industry, Mr Puri said that so far, 1.65 crore jobs have already been generated under the PMAY(U).

Union minister Hardeep Singh Puri on Tuesday said around 3.65 crore jobs would be generated in the construction of houses sanctioned under the Pradhan Mantri Awas Yojana (Urban) in the country.

Speaking at a webinar organised by the Confederation of Indian Industry, Mr Puri said that so far, 1.65 crore jobs have already been generated under the PMAY(U).

The Union Housing and Urban Affairs Minister said that the ministry has sanctioned 1.07 crore houses against the demand of 1.12 crore and of these, 67 lakh houses have been grounded for construction and 35 lakh delivered so far.

During the webinar on ''Aatmanirbhar Bharat: Fostering Steel Usage in Housing & Construction and Aviation Sector'', Mr Puri said that it is estimated that 158 lakh metric tonnes of steel and 692 lakh metric tonnes of cement would be consumed in the construction of the houses sanctioned under the scheme.

"An estimated 3.65 crore jobs would be generated in construction of all sanctioned houses, of which about 1.65 crore jobs would have already been generated in construction of houses grounded under PMAY (U) so far," he said.
